The administrative order process is a little less formal/procedure-ridden than going through court. Either one can result in a legally binding order. If there is a conflict between a court's child support order and that of an administrative agency, RCW 74.20A.055(7) provides that “The final administrative order establishing liability and/or future periodic support payments shall be superseded upon entry of a superior court order for support to the extent the superior court order is inconsistent with the administrative order.” You should also know that while the court could prospectively change an administrative support order, it cannot be changed retroactively.

The Court Orders generally trump administrative Orders, depending upon the Order. Which was Ordered first in your case? I recommend you confer with an experienced child support attorney in your area? Administrative Order is issued by the state agency and the court orders are issued by the court. The most recent would be applicable, but you should check with DSHS division of child support and discuss with attorney if you are not sure.
