How can absent father from a child's life since birth be able to get visitation at some point if that parent is unsafe?

There has to be a way that single parents can terminate an absent parents rights if the absent parent is unsafe? Are there any cases when an absent father, that has never been around the child or paid child support has had his rights terminated in these cases? If the mother has been the only caretaker and provider since birth and she wants to protect her child in case the bio eventually decides to come around at some point? Please help. It is not to alienate but protect. I have full custody of my child. Paternity has been established. My daughter is almost 3 years old.

There are only two ways to terminate parental rights in Oklahoma: 1) the child is adopted or 2) the state can terminate rights in a deprived child case.
