The business owner is stating that I recieved a full refund and a free puppy due to the difficulties of when I ordered the puppy. I did recieve the free puppy though I did not get the full refund. Can I reopen the Civil Case due to the owner stating that I did get a full refund?

Where and to who are they stating this? If you signed a release for a filed case that you dismissed with prejudice, then the case is settled forever. Why can't you just have them correct what they're stating?

Yes. If the case was settled andd you filed the settlement in writing. If you dismissed a case without prejudice you can refile if the statute of limitations did not pass.
