Is there a difference between a sworn statement and a notarized statement?

My notarized statement was declined by the court clerk. Her letter stated that it is not a sworn statement but "just" a notarized statement. If there is a difference between the two; where do or how do I get the sworn statement?

A sworn statement must indicate that it is true and correct and given under penalty of perjury. I am not authorized to practice in Georgia, but in my state the language is as follows: "I declare under penalty of perjury under the laws of the State of _____ that the foregoing is true and correct." Put this right above your signature, then sign and date it and have it notarized if you wish.
