I am currently a J1 visa holder and my visa is expiring in a month. I live in Michigan right now. I applied for a change of status to F1 status 2 months ago and I’m moving to Tiffin, OH for school. I already did my biometrics and is currently waiting for the result of my application. Will I be able to renew my driver’s license in Ohio while my change of status is pending?

In my opinion, the local state DMV may reject your application for a state driver's license as each state may require the proof of legal status. With your J-1 expiring in one month and no evidence of F-1 granted in my opinion the answer will be no.
