My neighbor has a security video/audio cam pointed directly into my home 3 ft from fenceline in CA, is that legal or 647(j)(1)?

Tracy police have repeatedly told me that my neighbor can put a camera anywhere he wants "as long as its (mounted) on their property".... which has to be a misnomer. This Arlo Pro Audio/Video Camera is not being used for security as it does not display any portion of their own property, which I assume would be the purpose behind setting up cameras for security rather than to harass the neighbor with illegal surveillance/recording. Its pointed directly thru my side driveway french doors entry which makes it difficult to block from the interior and the neighbor has complained about outdoor screening structures that I have tried to place for privacy screen to the HOA (which does not regulate camera placement but will fine $$ for outdoor grill gazebo). Talking with the neighbor is not possible and he seems to have inordinate amount of pull with the HOA and the local neighborhood resource police officer here is a family member of his as well. He has recently installed triple flood 3500 lumen lights that also only point directly at my house and blinds me when backing out of my driveway onto street posing constant safety hazard and all night long harassment. Cant move,

Unfortunately, the police are correct. You can't restrict how people look out from their property, either in person, or through video equipment. What else is going on here? Are you and neighbor in conflict? Have you asked them to point the camera somewhere else? There's always a backstory... And if there isn't, then consider getting help from a mediator. Mediation is the best way to handle neighbor disputes. There may be a free or low-cost community mediation resource in your area, and there are many private mediators you can consult with as well.
