How to handle my H4 to F1 COS?

My spouse's H1B I-94 end date is August 2021. My i20 start date is 4th January, 2021. I plan to apply for my H4 visa in September, 2020. My question: 1. How early can I apply for COS H4 to F1? If I travel to US in september, 2020 i.e. few weeks after getting H4, can I apply for H4 to F1 COS as soon as I enter US? 2. If I apply for extension of my H4 after having submitted H4 to F1 COS, I will be on H4 visa due to latest visa request rule. So, I cannot apply for extension of my H4 visa while my H4 to F1 COS is pending. In this regard: a. Won't USCIS reject my H4 to F1 COS since I was attending classes while my H4 I-94 expired? b. In case, while my i-94 has expired, and H4 to F1 COS is denied, how can I fall back on H4?

Please re-think this plan. The H-4 allows for full-time study. The H-4 allows for lower cost tuition at a state school. Don't be 'drawn' the F because of possible CPT/OPT. The F-1 requires proof of non-immigrant intent, the H-4 doesn't.
