Is this harassment by the local sheriff office if so, how would I move forward?

I lived on 7 acres in the county on a private road with 5 other homeowners. My son (20 years old) had a couple weed plants ( 6"- 1 ft tall) growing sporadically in the woods on our property. I was unaware. Obviously a neighbor filmed him checking on them and notified the sheriff dept. I was never alerted by the neighbors. One Saturday while in the kitchen, I heard a helicopter very close to the house, went outside, a person was aiming a long lense camera at me looking at them. I was shocked and afraid. I got my son up and within a few minutes a truck comes up drives over my lawn, a couple guys run in the woods and back out with these plants in hand. They asked who the plants belonged to and my son confessed. They wrote a date and time down on a yellow sticky note for him to report to the sheriff dept. They stopped by the neighbors house had conversion in the yard and left. It was 3 days later. He went was arrested with a felony, lawyer hired charges reduced. Not once did they ask me, the landowner any questions, is it typical to bring out a helicopter for such a small amount of weed. Is the landowner left in the dark when a crime is committed but ok to harass?

This must have been a very traumatic experience. I am sorry you went through it. That said, the police usually do not notify people that they are conducting an investigation unless they have a reason that will advance or assist the investigation. Based on what you describe, it sounds like your neighbor exaggerated the amount of marijuana involved-- hence the helicopter and the rush with the truck-- presumably plain clothed officers trying to make sure evidence was not destroyed or disposed of. Bottom line is the police didn't know it was a small amount of weed-- until they seized it. Officers have wide latitude to aggressively investigate criminal activity. Your son is very fortunate that his "operation" was so small. I hope he now realizes how much anxiety and trouble he cause you and presumably, the rest of your family. I'm sorry, but I don't see much in the way of harrassment based on the facts you describe. Other lawyers may disagree, but that's my view. Good luck to you. I am glad that your son has an attorney who was able to get the charges reduced.
