My truck was involved in a Hit and run at my home, I have liability and the responsible party has no insurance and because of this I am out of work because I am self employed and need my truck to make a living.

If you do nto have any uninsured motorist insurance the only possible claim is to file against him directly and collect any assets he may have to satisfy a judgment. This is extremely difficult as Texas protects a lot of assets from garnishment or collection.
