How is there any Civil Lawsuit that can be filed against a court system, that has refused to set a court date for Civil matter

Is there any Civil lawsuit that can be filed against a court system that has refused to set a court date for a civil trail for separation of property in a divorce trail that has been going on since 2017. The court has cause and brought on hardship, financially and both physical and mental stress. I am asking for financial compensation for the hard ship that this has brought on me.
