Can my apartment complex keep my delivered packages?

I had a package delivered to my apartment by the post office and received an email from them saying it delivered at 4:01. I didn’t receive an email from my complex until 5 and I went to go get it. The manager refused to give me my package, stating I have to pick it up at the new specified times (10am, 1pm, or 4pm) due to the covid outbreak. The office was still open, the package was right behind the counter, and I told them I received the message from the post office within the correct time. Still, they refused to give me my mail. From my understanding they cannot withhold my mail, correct?

Is there a problem with picking the item up at one of the designated times? I don’t think you are going to get much traction on this issue during the current situation. If there is a problem with picking the item up at the designated times, contact the office about the issue and try to arrange a mutually agreeable time.
