Yes, lawyers have to be members of the federal court, even if they are already members of the local state court.
Admission to the bar is typically limited to attorneys of good moral character who are active members in good standing of the state's Supreme Court Bar. An attorney admitted to the bar, but who does not have an office in the state, may be required to associate local counsel. Members of the bar in any other of the states and employed by a government agency are usually eligible to practice before the court while so employed.
Admission Pro Hac Vice - Upon written application approved in the judge's discretion, an attorney who is a member in good standing of the bar of any US court, who is of good moral character, and who has been retained to appear in the court, may appear and participate in a particular case. The attorney generally has to designate a member of the local bar with whom the court and opposing counsel may readily communicate regarding the conduct of the case and upon whom papers may be served. The application fee is about $100.00.
