Can a Company Commander give a Field grade Article 15 if he is a Major?

I have gotten conflicting answers. One says yes--because he is a Commander and a Field Grade Officer, the other says no, he must be in a Battalion command slot--i.e. XO with assumption of Command orders due to BCs absence. Our Battalion Commander is here and the Company commander was recently promoted while in the Company position.

Generally, the answer is yes. The controlling regulation is Army Regulation 27-10, Table 3-1. There are some limitations to this - i.e. the Field Grade Officer has to be in a LTC/0-5 Commander to reduce an E6 to and E5, however, other than that, a Field Grade Officer has the authority to impose Field Grade Article 15 punishment even if they are in Company Command.
