Can I get explanation on the validity of 7th year H1B extension, VISA stamp and I-94 after I-140 is withdrawn?

I have a VISA Stamp of the 7th year of H1B on the passport and the I-94 with the same expiry dates, are they valid even if I have withdrawn my I-140 and my I-485 is pending as the priority dates are not current yet? Can I renew my drivers license based on the extended VISA stamp and I-94?

FYI - It is not your visa that determines your legal presence but your status. If the I-140 has been withdrawn (which is difficult if approved and 180 have passed after 1-485 was filed), your 7th year H1B is no longer valid. As such the status is not valid either. Therefore you wont be able to get a driver's license (at least legally). I highly recommend you talk to a good immigration lawyer to get your situation back on track.
