Is the Answer to a Summons due 28 days after the filing? Or 28 days after I receive the certified letter?

The clock starts ticking from the day you are served. You need to be personally served with a complaint and a summons. Please check with a local lawyer on special rules about service such as service by mail, which may add additional days (if applicable).

Yes you were properly served pursuant to the Ohio Rules of Civil Procedure when you picked up the certified mailing. you have 28 days from that date absent holidays and weekends. Failure to file an answer will result in the Bank filing a motion for a default judgment. dont get in that situation. Hire an attorney.

Please make sure you file an answer. You do not want a default judgment against you.

(1) when served not as when filed. When were you served when it is done by mail? 5 days after the post mark..... (2) but it is not common for a summons and complaint to be effectively served by mail.....you may have a defense.
