The traffic citation is NOT important in a civil suit and will not affect your ability to pursue him. I would seek local competent legal advice on what you need to do now. Do not give statements to insurance companies or sign anything until you talk to an attorney. It sounds like you may have a good case. Good luck!

Agree with the other contributor; you may sue the other vehicle. You would sue for damages - injuries, for example; not retribution. Good luck.

Of course he can contest the ticket. Anyone who gets a ticket can contest it and the State has the burden of proving up the case. That is why you are being asked to participate as a witness to what occurred. You can sue him in civil court for the injuries, if permanent in nature, but the chances of success are not great for an uninsured case. See my prior answer to your other post for other methods of securing some compensation.

Great advice! Usually if a person does not have insurance, they don't have anything else. But you may be able to recover under your policy if you have uninsured/underinsured coverage. Most attorneys I know will give you a free consultation so take advantage of consulting one and take any insurance policy information you have with you to the appointment.
