Can Hiway Patrol give me a ticket for a cracked windshield without issuing a repair ticket?

I've been driveing in AZ for over 20 years, with no tickets. I was stopped on Fri.because of a cracked winshield. The patrolman took my info, and told me to stay put. After a bit he asked me to step out so he could explain. He said get the windshield fixed before the noted court date, and it would be dropped. Mon. I had a new windshield installed. My wife called the court to ask if we could send in the receipt as proof that it was fixed. They said yes, and the fine would be dropped from $185 to $100. I though it was a repair ticket, but obviously not. The ticket sited ARS 28-957.01A Windshield required on vehicle. Did somebody make a mistake? Can I fight This?

Typically, a cracked windshield ticket isn't one that the court will dismiss if you have it repaired before the court date. However, based on the reliance of the officer, you can always show up at the court date with proof that you fixed it and let the Judge know what the officer told you. The worst the court could do is tell you no. It is worth a shot! Good luck!
