I am starting a t-shirt businesses, one of my themes is to put partial lyrics/chorus 80's music on them. Is it legal?

Pamela is correct here. The short answer is no. You have to license the rights to use those lyrics, the same as you would if you wanted to use the photo of a celebrity on a t-shirt. Good luck! Toni

Not without licenses. The copyrights to musical compositions, both music and lyrics, belong to the songwriter(s)' music publisher(s). The major music publishers have entire departments devoted to licensing those lyrics for use in print, and commercials and on merchandise. You'd need to license each lyrics individually from each copyright owner. The licensing process itself would cost you a lot of time and money, which you not have have built into your business plan. Consult intellectual property counsel for help acquiring your own IP rights and avoiding infringing on anyone else's IP rights.
