Child Support Services Deparment, against the agreement and own regulations, represented my ex-husband in the Court and lowered a child support. I filed complain against CSSD and Department informed me that I have to take them to court for violation of the law and for damages. I can’t find a lawyer to represent me. where can I find informationa and help?

If you believe that your case has not been handled correctly, you should read the following brochure: http://www.childsup.ca.gov/Portals/0/resources/docs/pub253_english.pdf. Child Support Services does not "represent" either side. They represent the public interest. See California Family Code section 17406 (http://law.onecle.com/california/family/17406.html).. They have an affirmative duty to seek a modification when it appears that one is necessary. This is required by Family Code Section 3680.5 (and state regulations).
