Can I press a charge against someone after being hit?

My friend got hit last night by a stranger. Two policemen arrested him immediately because they were passing by. At that time, my friend said he is not going to press a charge against the person. However, he felt pain seriously afterward, so he wants to press charge against that person. Can my friend still press a charge against this person?

He should report to the precint where the incident occurred and make a request. The police do not have to accept the charge.

Yes. Hopefully the police did a stop and frisk card on the assailant so they know who he is. Don't be surprised if the police refuse to do anything given that your friend did not press charges initially.
