The landlord is requiring the tenant to be responsible for lawn care in a single family rental. Is the landlord responsible by law to provide a lawn mower?

Only if the lease agreement so stipulates.

There is no statute that would provide for this requirement. It is a part of the lease agreement. Is it a written lease or verbal? If written, check what it says about who is responsible for what. If it just says something broad like "tenant is responsible for all lawn care," then I would assume that means the tenant also needs to provide for a lawn mower and other lawn care equipment. Does the lease say how often it should be cut, or provide some other standard to meet?

There is no law which deals with your situation exactly. Assuming that any such provision was not invalid as a matter of law, your contract with the landlord will control your rights and obligations. If the contract fails to deal with your situation, you will need to work it out with the landlord.

This matter would be the subject of the lease agreement and allocation of responsibility would have to be specified in the lease. Generally, if the tenant had agreed in the lease to take on the responsibility for lawn maintenance it is difficult to see how the landlord would be responsible for providing any of the equipment necessary for such maintenance absent a specific lease provision so stating.
