I got a dui in ohio(where i live) in 2007. I just recently received another dui in PA. Does it count as a first offense?

The charge reads as followed: DUI: Gen Imp/Inc of Driving Safety - 1st Off. I have no other record outside of my other DUI. What does the "1st off" mean?

I do not practice law in PA, however the 1st Off, as I would read it means 1st offense. Meaning 1st in 6 years. In Ohio DUI's escalate as you get more and more, each one with more harsh mandatory penalties then the last. Should it count as a second - Probably. Is there something missing due to reporting of states, Maybe ? I don't know if PA has the same laws surrounding OVI;s as Ohio. The bottom line is you are going to have to go through the process to fight / resolve the PA OVI one way or another. So I would hire a PA attorney to discuss.
