Is owner responsible for tenant's hotel expenses if property uninhabitable or tenant's fault for not buying renter's insurance?

Flood made property uninhabitable so owner stopped collecting rent during the repair/restoration, tenant stayed in hotel and expenses came out to twice the cost of rent, now tenant is looking for reimbursement of expenses, what is considered the owner's responsibility to pay? Just up to the uncollected rent amount/rent loss or the hotel expenses in addition to the rent already lost? Renter's insurance would cover relocation and tenant property costs but the tenant did not buy this coverage, and homeowner's insurance only covers the property and not anything tenant related.

The owner is responsible for the hotel expenses or giving a rent credit if the flood made the rental dwelling uninhabitable. This responsibility of the owner has nothing to do with whether or not the tenant purchased renter's insurance.

As stated by Mr. Chen, the responsibility is on the property owner to cover reasonable costs associated with the relocation.

The landlord property owner is responsible for damage caused to his property not caused by the tenant.
