Do I need to pay taxes?
I am currently a limo driver and make a base commission and also receive tips. At what dollar per week do I need to claim the tips?

File tax even if it is a zero dollar return.
You may need it later on for establishing a statute of limitations.

The answer is - you must report ALL your income, from whatever source. This is important to understand. Keep good records - it is troublesome, but will make matters much easier in the long run.
