In California, except in a summary judgment motion, the page limit for opposition motions, such as an Opposition to Demurrer, may not exceed 15 pages. This page limit does NOT include declarations, exhibits, and other attachments. Furthermore, a motion that exceeds 10 pages should include a table of contents and table of authorities. Reply motions, on the other hand, such as a Reply to Opposition to Demurrer shall not exceed 10 pages.

California Rules of Court ("CRC"), Rule 3.1113(d) provides: Except in a summary judgment or summary adjudication motion, no opening or responding memorandum may exceed 15 pages. In a summary judgment or summary adjudication motion, no opening or responding memorandum may exceed 20 pages. No reply or closing memorandum may exceed 10 pages. The page limit does not include exhibits, declarations, attachments, the table of contents, the table of authorities, or the proof of service. So, your page limit in opposing as demurrer is 15 pages, which does not include exhibits or declarations. However, you should also know that demurrers are generally decided on the "face of the pleading" or things for which the Court can take judicial notice, so absent fairly unique facts, there should be little need for exhibits or declarations.
