Can a person get a speeding ticket even if they were not pulled over by a cop

An off-duty cop (in his personal vehicle, not a cop car) pulled to the side of my friends car (on the high-way), flashed his badge and yelled at my friend to slow down. The cop then sped away. Can my friend get a speeding ticket for this? I don't think that is the case - the cop never pulled him over, he never identified the driver, and if my friend was speeding - so was the cop (who was not in a vehicle with lights/sirens/etc). This was in columbus ohio

Your friend was just warned by the off-duty cop and will not receive a ticket. Doesn't matter if the cop was speeding.

He was lucky. But sometimes they will send the ticket in the mail. I do not think that is the case. He was probably to busy to write down the information necessary to send a ticket and/or he was outside of this jurisdiction and doesn't want to have to go to Court to enforce it.
