Can spouse of J1 waiver physican, accept a H1B or J1 position if she was previously on J2 visa before waiver is completed?

I am doing my J1 waiver in rural Maine. My wife who was previously on J2 and now on H4 dependent visa has been accepted to residency positon in NY and they are offering both a J1 or H1 visa. Someone is telling me that with new USCIS laws she can not accept position or change visa status till my waiver is completed. is that correct?

The spouse is subject to the two-year requirement and hence needs the waiver to be granted first.
