In NC there are two types of Voluntary Dismissals which can be taken by the District Attorney: Voluntary Dismissal With Leave (VL) and Voluntary Dismissal Without Leave (VD). A VL is taken when the defendant does not appear in court or is incapable of proceeding due to mental incapacity. This charge can be reinstated by the DA whenever the defendant appears or gains capacity to proceed. A VD ordinarily means that the case is dismissed with the intention that the dismissal be permanent, however, the District Attorney can recharge at will as long as the Statute of Limitations has not expired (2 years for a misdemeanor, no limit for a felony). A DA may decide that there is not enough evidence to proceed and take a VD and then later recharge the person, but this is rare. More often a VD means that the case is over.
