Confusion about the ignition interlock pilot program in CA

I was convicted of a first-time DUI in Los Angeles county. I know that this is part of the IID pilot program. On my DMV insert, it says, "you will be required to install an IID in all vehicles upon your eligibility for reinstatement of the driving privilege." and then below that, it says, "first offenders who meet all other reinstatement requirements may be entitled to an IID-restricted license with full driving privileges." However, on the first page of the letter, it says my license is suspended until 9/28, but I am eligible to immediately apply for a restricted license. Does this mean that I can install the IID right now, and get an IID-restricted license with full privileges? or that I must wait until my suspension is over, and just apply for a normal restricted license? Thank you!

A restricted license allows you to drive to and from work and to and from alcohol school. It is available after you obtain an SR 22, enroll in alcohol school and have a 30 day hard suspension of your license

Once the DMV sends you the letter requiring the IID and it is installed in your car, then you will be able to drive without restriction.

No, you get full privileges on 9/28. You can get partial privileges (work/school/etc.) after one month, if you've enrolled in DUI school and file an SR-22.

IID's are a pain in the rump and are embarrassing. Don't get one until they make you. It sounds like they have sent you the information you would get in a non-IID pilot program county situation. If you hvae a SR-22 on file and pay the fee, you can get a restricted license. Go ask for one and do not mention the IID unless they do.
