Can F2 visa study in public high and middle school?

I am planing to study in US. My questions are if I got the F1 visa. ANd I will apply F2 for my 2 girls. My older one is 9th grader and study at a private high in HI on the F1 visa. Question 1 Could I get my older child to transfer her visa to F2 in US or I need to let her come back to Taiwan where I apply for my visa in order to change her F2 visa. Which way is easier? Question 2 After my older girl change her visa to F2, Can she study in the public high in CA or in HI ? Question 3 My younger girl in now 7th grader in Taiwan. Will she be able to study in CA or HI at the public middle school? Thanks for helping..

1. Yes, she should be able to transfer from F-1 to F-2 while in the US, after you obtain your F-1 Visa. 2-3. Yes, they can both attend school (up to high school) in the US while on F-2. They can attend from Kindergarten to 12th grade while on F-2.
