What is the purpose of a "Freeway Entrance" traffic sign in California?

Is the sign's only purpose to guide motorists, or does it also serve some legal purpose, e.g., to ban pedestrians, non-motorized vehicles, etc. from traveling beyond that point?

It is essentially a safety sign. Separate laws prohibit pedestrians, non-motorized vehicles etc. Your reasons for wanting to know would permit some better analysis.

It puts you on notice that you are entering a freeway just in case that is not obvious from the 8, 12 or 16 lanes of traffic speeding along at highway speeds in excess of 45-50 MHP. It might be helpful to explain what happened to you and what defense you are trying to formulate.
