Licensing requirements vary from state to state. Most states have passed reciprocal treatments laws known as driver's license compacts. Many of those compacts will not issue a license if you are suspended in another state. I believe that there are some states that are not members of the compact and therefore may not prohibit the issuance of a license based upon the PA suspension. You would face another problem in that the other state probably would not issue a license unless you could establish residency. If you were able to obtain a license from another state, the license would still not permit you to drive in Pennsylvania. Pennsylvania suspended your privilege to drive in Pennsylvania, so an out-of-state license would be valid in every state but Pennsylvania during the suspension period.

No. The only thing you could have done was move to another state that does not recognize the refusal but you would have had to have done that before your license was suspended. I had a client who moved to NJ, established residency and got a NJ license before PA suspended (he still was not able to drive in PA, though).
You do have appeal rights - 30 days from when you were notified of the suspension by Penndot.
Good luck
Mr. Klein stated exactly what I was going to mention. Individuals can often get their license in another state while awaiting the outcome. When that occurs, there are occasions when the state in which the DUI took place communicates it to the other state. Often you are able to get away with that. It appears it may be too late for you. Contact an attorney to discuss the details and see if anything can be done.

You should contact an attorney as you may still be able to appeal the Penndot suspension unless you have already done so. If you your PA license is suspended your driving privileges are suspended in all states. If you are not PA licensed, your license will be suspended only in PA depending on the licensing state.
