I recieved a ticket 22100(b) CVC, Unlawful U-Turn making U-Turn from Improper position.

The Police Officer was not present and checked off box on ticket, that Violations not committed in my presence, declared on the information and belief. It was a 4 lane side street. I was turning from the far lane to return to the light from a parked position and was struck by a vehicle. There are NO No- U-turn signs on th street. Can I fight this ticket?

Yes, you can fight this ticket, if the witness who has first hand knowledge of this comes, that may pose an issue, but the fact that the officer didn't actually witness the incident makes your chances good, not great but good.

You can and should fight this ticket. To stand the best chance of success, I suggest you hire a traffic attorney in your area. Good luck.

22100(b) is an improper left turn, not a U-Turn; so the absence of "No U-Turn" signs is probably minimal. Regardless, as stated above, you can absolutely fight this ticket by setting it for trial. Your success will depend heavily on whether the other witness shows up to testify. If you decide to fight it, hiring an attorney would be wise.
