Who makes a decision for a joint MTR at the OCC ? The Chief council or a sinior attorney with that office, or a group of attorneys? And ho many times can someone file for a joint MTR with OCC? if they do not agree the first time.

It depends on who is assigned to review the motion. Usually an assistant is assigned to recommend action to the Deputy Chief Counsel. There are no limits to the number of attempts for OCC to join you. There are limits to the number of motions to reopen you can file with the court.

In most offices it is the chief counsel but one of the other attorneys may recommend after an initial review. How many times? Unlimited I guess but usually its once.

That is completely up to the individual office's policy.

Usually it is a supervisor at the OCC in charge of joint motions. You may submit more than one request; there are no number limitations on such requests.
