Can I sue someone for falsely making an ACS report and calling police on me?

Someone called ACS and told them that I did not have any food in my home, that my spouse leaves our baby in the home alone, and that we sell marijuana from the apartment. The next week, someone called the police and said that my spouse was beating me up.

I think you would be spinning your wheels. Even false and defamatory statements are absolutely privileged if made to a court or to certain administrative agencies. I assume that ACS is an agency charged with safeguarding child welfare; most likely the statements are privileged. If the statements are just qualifiedly privileged, you would still have a very very difficult case.
