Should the cop have written the other car a citation or at least a warning for rear-ending me?

I was sitting at a traffic light which was red when the car behind me hit me. Although there was no visible damage, I called the cops so I could at least have a report. When the cop arrived, he blew it off. I had to tell him several times that I wanted a report. After the 3rd time telling him, I wanted a report, that is when he asked for drivers license and insurance. I did tell the cop that my neck and shoulders was starting to hurt b.c I tensed up when I got hit so now everything is stiff. Shouldn't he has at lease given her a warning for trailing too close instead of laughing and joking with her?

It is within the officer's discretion as to whether to issue a citation or not. If you don't have an accident report, go to the police station and get a counter report. You say that you have neck and shoulder injuries, so you should retain a personal injury lawyer to get you the compensation you are entitled to. Mr. Lassen is correct in that it is the officer's discretion whether to issue a citation to the other driver, but that has no bearing on the other driver's liability. You may be entitled to compensation for damage to your car and your injuries, however minor either or both may be. Although there is no visible damage to your car, there may be hidden damage. I recommend you take it to a reputable auto mechanic to have it looked at and also that you see a doctor. You can make a claim against the other driver's insurance for these costs, and if you are not comfortable doing it on your own, we would be glad to assist you.
