L2 visa when applied for renewal has been rejected . here is no response on L1 visa yet . If L1 visa is rejected when can we apply for renewal . If L1 visa is not rejected then can we withdraw and apply fresh for L1 and L2 from home country.

If it was rejected, you simply fix the reason for the rejection and resubmit. If, on the other hand, it was denied, it would depend on the reasons for the denial. You should retain an experienced immigration lawyer, whether myself or one of my colleagues, to review all the facts, advise you, and handle the case.
