I'd be interested to know which officer touched your vagina and I'd be interested in discussing your options with you. Certainly, you should file a complaint with the police department, at a minimum. However, I'd like to discuss why he was frisking/arresting you further and look at the reasonableness under the circumstances before I'd tell you to sue.

Normally you would have to show that his actions and frisk were illegal or improper and then in order to sue the police department you would normally have to prove that they allowed their officers to do this and it was a custom and practice in order to sue for a Section 1983 Federal Civil Rights case. Go visit with a civil rights attorney.

A police officer is permitted to pat down (frisk) an individual after arrest for his/her own protection. While it is certainly preferable that a female officer be called to do the pat down, there is no constitutional requirement that the pat down be down by someone of the same gender as the arrestee. It is also quite reasonable that the arrested individual is searched a second time upon processing. You can always contact an attorney to see if you have a case for suit, but based upon what you have stated, I do not see one.
