What is the legality of Business to Business Robo-calling in Texas?

I've searched and searched and have not found the answer to the legality of Business to Business Robo-calling in Texas. I understand that in-state calls from Business to Consumer are not allowed unless there is a an existing business relationship, but how about Business to Business robo calls where no pre-existing business relationship exists? Is unsolicited B2B robo calling legal/illegal and/or is some sort of permit needed? Please note: B2B robo-calling, not B2C robo-calling. Thanks!

Any individual or company wishing to make an unsolicited call via an automatic dial announcing device (ADAD), in which a recorded message is played, must file for an ADAD permit application with the PUC of Texas PRIOR to engaging in such calls. Failure to do so may result in administrative penalties not to exceed $1000 for each day or portion of a day during which the ADAD was operating in violation of the PUC rules. See below for applicable rules. Also see http://www.puc.state.tx.us/industry/communications/business/adad/Adad.aspx
