Can I sue someone who I believe hit my car if I did not see the actual act of damage
I let a man use my car and his wife damaged my car by keying it; no one seen her do it can I still sue her for my damages

You can always sue, but you are going to have to prove your case. If you did not see who did it, you may be unable to meet your burden of proof.
