Criminal background check letter for I751 NOA

I filed I751 to remove condition 6 months ago. I just received a RFE letter requesting the Certification of Good Conduct: The CPR fingerprints have been rejected twice as "illegible". Please provide a letter issued by the local law enforcement agency indicating the CPR has "no criminal record". A separate letter is required for each U.S. law enforcement district where the CPR has resided during the previous five years. I lived in Detroit, MI from 2008 to 2010, and in Troy, MI from 2010 to 2012. I already acquired a clearance letter from Michigan State Police(finger print based) and a letter from Troy city police(name based). Do I still need a letter from Detroit city police or not necessary? I also plan to submit a fingerprint card from Troy police. do I need anything else? Thank you.
