Is it legal to be billed by pg&e for past due when they have no idea how much the past due factually is or was?

i live in a small apt . and never received a gas bill for over 2 years until they installed a smart meter. When they figured out that they never billed me they had me sign up to get service. They asked how long i lived here took my first bill (which was in december) and multiplied it with the amount of months i ve lived here and said you owe us 1700 bucks . Is that legal?

I'd refuse to pay this, and complain to P&G to make sure that they do not try to collect this bill. It's their own fault for not billing you over the past 2 years. Someone else probably did pay the gas bill during this time, and so P&G is trying to double -collect on this on your back. If P&G persists, pay under protest and then sue them in small claims court. Hopefully they won't just turn off the gas, which is always a threat they can make.
