He will be brought to see the judge at some point and the issue of a lawyer and bail will be dealt with at that point. Call the police, jail or court clerk to see about a court date.

Something is wrong. The law requires a speedy arraignment where bail is set and a lawyer is appointed [if not already hired]. It makes no sense that your b/f has been in jail for 12 days waiting for arraignment. Have you spoken with him? Are you sure he is not in the hospital? If he is in jail, and has not seen a judge, you should hire a lawyer or call the local Legal Aid Society to find out what is going on.
Was he arrested on Saturday for a new case? If so, he had the right to see a Judge within 24 hours. If that did not happen, he may have a civil case for delayed arraignment. As for the DWI iteself, he should retain a criminal defense lawyer ASAP who can find out what the delay is and file a writ to get him out pending arraignment.
