What are you trying to accomplish by 'transferring' child support to Arkansas? There is a question as to whether Arkansas can take jurisdiction over the child support issue. Arkansas can enforce an order against you on behalf of the Title IV agency of another state, but it doesn't appear to have jurisdiction over your ex-wife or children to take jurisdiction over the child support case itself. You could file a lawsuit in Texas since that is where your ex-wife and the children are and ask the Texas court to take jurisdiction, but before you undergo all of the time and expense of that you need to figure out what the purpose of the lawsuit is. Unless it's to lower your support, you would be spending a money just to change where you mail the check - and if child support hasn't been adjusted since 1997 you may find out that the result is that your child support will be increased.
