Can a 16 year old minor live alone with parental consent in the state of Virginia?
The apartment lease would be signed under my parent's name. All expenses, including rent and utilities, would be provided by my parents as well.

Legally, no. Unless you are emancipated, you are required to have a parent or guardian supervising you. They could have you live with a family member (over 18) or a friend's parent, but it would be considered neglect if they permitted you to be living in an apartment on your own.
