Is MP3VA.com and legalsounds.com legal to download music in the USA?
The songs are only 8 and 9 cents? I read that they are legal but want to be sure,

I'm not familiar with the sites you're looking at, but I think that generally anything that sounds too good to be true, usually is.

No they are not legal. These web-sites claim to have the legal right to sell this music under the copyright laws of Russia (legal sounds) and the Ukraine (MP3VA). While those laws may make it legal for these web-sites to sell this music in Russia or the Ukraine, it is not legal for them to sell this music in the United States.
