How and why did the motion for a Nelson Hearing come into play?

My Brother is in a fl county jail and has been since May 2011. Recently he wrote a letter to the Judge while awating his hearing for violation of probation. He has not been sentenced as of yet and the defense attorney is not doing what he should or requested for the best interest of my brother, this is the reason the letter was wrote and he requested to be present at this past hearing. He was not allowed to be present (per request of the defense) and now the court records are showing a motion for a "nelson hearing"?

A Nelson hearing has been scheduled to address your brother's complaints about his attorney. The Judge will inquire of your brother at the hearing, asking him what he feels his attorney has done or not done that rises to the level of him not receiving competent counsel. If the Judge finds that your brother's attorney is not representing him properly, he will appoint a new attorney for your brother. If he finds that the attorney has not been inadequate, your brother will be given the choice of continuing to be represented by this attorney or proceeding on his own without counsel.
