What recourse do I have if the buyer moves in without permission, before the closing has taken place

Contract was signed by buyer and seller, loan has not been approved. The buyers agent gave them a key and told them it was ok to move in even though they have not officially bought the house. The city turned the utilities on in buyers name without asking any questions as to ownership.
