Hi, My husband is on H1-B and I being the dependent am on H4 visa. I would like to do some freelance work on freelancer.com or vworker.com . The money earned will be in Indian rupee, will got o my indian bank account, will be used by my parenst and will not be entering the US for any reason. I do pay taxes in India. My question is, is this legal since, I am not earning in dollars, not taking away an US citizens oppurtunity nor am I doing a US company job?

No, it is not. While on H-4, you cannot work. That includes paid or unpaid work. It includes working for someone, and self-employment.
