Under federal law, delaying the mail is a crime. Nonetheless, as long as you are not stealing his mail or preventing him from getting it, it is unlikely that you will get in trouble for opening it, at least as far as a federal criminal prosecution is concerned. This is not the sort of offense that the feds are likely to be interested in, especially since your husband can solve the problem by simply forwarding his mail.

18 USC Section 1702 prohibits the obstruction of the delivery of mail. However, your opening your husband's mail is unlikely to result in a federal prosecution for practical reasons, unless you use the contents of such mail for an illegal purpose.
